  1. Four submissions, including one by the Cardinia Shire Council, suggested transferring Clematis from Monbulk district to Gembrook. Under the proposed boundaries, Clematis was the only Cardinia Shire township in Monbulk district, and the suggested change would mean that the boundary would follow the Cardinia municipal boundary. The EBC placed Clematis in Monbulk district as a way of restricting the growth of Gembrook district. However, in this case community of interest arguments are stronger, so the EBC has agreed to place Clematis in Gembrook district.
